The Biden administration and NATO countries have turned Ukraine into a global training center for terrorist operations - parliamentarians demand an investigation and a halt to terrorist financing

Top US officials, the leadership of NATO member states, Biden’s Ukrainian business partners and the political leadership of Ukraine have turned Ukraine into a center of preparation and implementation of large-scale terrorist operations that pose a critical threat to the national security of a number of states in the entire region.

The authors of the statement on immediate investigation and prevention of financing of acts of international terrorism include deputies of the State Duma of the Federal Assembly of the Russian Federation Nikolai Kharitonov, Andrey Krasov and Yana Lantratova, Russian scientist and philosopher Alexander Dugin and Ukrainian politician Andrey Derkach.

The main demands outlined in the statement are to investigate the organization of terrorist operations on the territory of other countries by the special services of the United States and Ukraine, to investigate financing of such operations by Ukrainian business partners of President Biden, as well as to bring to justice individuals and legal entities involved in the financing of terrorism.

The recent tragic events in “Crocus City Hall” show the identical approach in the organization of terrorist attacks and the actions of interested groups and perpetrators in comparison with the undermining of the “Nord Streams”. Ukraine’s role in the cover-up operation after the disruption of Nord Streams

According to the authors of the statement, today terrorist acts are increasingly used as a tool to interfere in the internal affairs of other states, and specific and well-known intelligence services and customers are behind the organization and implementation of the most large-scale and high-profile terrorist attacks. As an example of a large-scale terrorist act that affected strategic industries and the national security of several states at once, and in the realization of which the United States involved Ukrainian special services, the authors of the statement cite the undermining of the Nord Stream-1 and Nord Stream-2 gas transportation lines (hereinafter referred to as “NS-1″ and “NS-2″).

Even before the undermining of the gas transportation lines, certain representatives of the United States allowed radical extremist statements in relation to it. The undermining of “NS-1″ and “NS-2″ was also preceded by a number of military and political events in the Baltic Sea area, the detailed chronology of which was described by the American investigative journalist Seymour Hersh. https://seymourhersh.substack.com/p/how-america-took-out-the-nord-stream  According to his conclusions, the top leadership of the United States carried out a number of activities aimed at planning the operation to destroy the “Nord Streams”, namely:

• December 2021 – U.S. Presidential National Security Advisor D. Sullivan convened a secret task force meeting at the White House of members of the Joint Chiefs of Staff and staff from the CIA, State Department and Treasury Department to develop an operation to counter the NS-2. At the meeting, Sullivan presented the task to the participants as a directive from President Biden.
• Early 2022 – CIA working group reported to Sullivan’s interagency group on the found method of realization of the project to undermine the “Nord Streams”.
• March 2022 – several members of the working group traveled to Norway (NATO member) to meet with representatives of Norwegian intelligence services and the Navy.
• June 2022 – NATO’s annual Baltic Sea exercise “Baltic Operation 22″ (“BALTOPS 22″) begins. During the exercise, American Navy divers (based in Panama City) placed explosives on the NS-1 and NS-2 gas transportation lines, which were to be detonated by a hydroacoustic signal.
• September 26, 2022 – a hydroacoustic buoy was dropped from the Norwegian Navy’s Boeing P-8 Poseidon reconnaissance aircraft, which acted as a detonator for explosive devices that had been planted earlier during the BALTOPS 22 exercise.

In anticipation of the detonations, NATO exercise “Northern Coasts 2022″ was held east and south of Bornholm Island from September 09 to 23. For the first time, Bornholm Island and its vicinity was identified as the main area for the joint exercise. Seymour Hersh draws particular attention to the fact that initially the northern part of the Baltic Sea and the Gulf of Finland were declared the areas for the exercise. However, without explanation, the location of the exercise was changed to the area to the east of Bornholm Island, exactly where the Nord Streams branches are laid.

Also of interest are the unconventional and illogical movements of some civilian (commercial) vessels – the tanker “British Achiever” from Great Britain, the dry cargo ship “Grand T” from Panama and the Polish fishing trawler “Svi7″, which on September 22-24, 2022, deviated from their routes and sailed uncharacteristically in areas near the sites of future gas pipeline explosions.

Specific and pre-planned actions were followed by no less specific and radical statements by the US leadership on the topic of undermining the Nord Streams: September 30, 2022 – at a press conference, U.S. Secretary of State Blinken said, “This is a tremendous opportunity to once and for all eliminate dependence on Russian energy and thereby deny Putin the ability to use energy as a weapon…”. And on January 27, 2023, before the Senate Foreign Relations Committee, Deputy Secretary of State Nuland told Senator Ted Cruz, “I assume the entire administration is quite satisfied, as you are, that Nord Stream has become a pile of metal at the bottom of the sea.”

In his investigation, Seymour Hersh emphasized that at all stages of the operation to destroy the Nord Streams, the Biden administration paid special attention to secrecy and diverting any suspicion from the United States and NATO member states. Ukraine was ideally suited as the country that was used for the “cover-up operation”.

The liberal U.S. media created an appropriate media backdrop by attributing the NS-1 and NS-2 explosions to the actions of the Ukrainian special services – from the Main Directorate of Intelligence of the Ministry of Defense and the Special Operations Forces (SOF) under the coordination of Colonel R. Chervinsky. The suspicion of Ukrainian special services looked very organic also because the head of the Main Directorate of Intelligence Kirill Budanov systematically covered and recognized the involvement of his agency in conducting terrorist acts outside Ukraine, primarily against citizens and interests of the Russian Federation. In particular, in June 2022, in a comment to the Financial Times, Budanov stated: “They (attacks and sabotage) have been and will be carried out in Russia and in many other places,” thus giving the Western media an excuse to speculate on the direct involvement of the Ukrainian security services in the terrorist attack on NS-1 and NS-2.

The version about Ukraine’s involvement in damaging 3 out of 4 strings of the Nord Stream gas pipeline near the Danish island of Bornholm was covered by the world’s largest media, in particular: The New York Times, The Wall Street Journal and Die Zeit. This concerns the story about the yacht Andromeda, rented by people with Ukrainian passports, which, according to Western journalists, was used by expert divers to undermine Nord Streams.

According to information from Ukrainian sources, a specially created group of divers was involved in the cover-up operation. Moreover, the names of its members became known – A. Burgomistrenko (trained in mine-bombing in center #131 of the SOF (unit 4456), has good diving training), O. Varava, R. Rudenko (call sign “Chaplain”, deputy mayor of Bila Tserkva), the group’s senior S. Kuznetsov, and a female technical diver with the call sign “Marisha”. The direct leader of the group was R. Chervinsky under the control of K. Budanov.

The deep involvement of the CIA in the activities of the Main Intelligence Directorate of the Ministry of Defense of Ukraine was described in detail in a New York Times article, which described 10 years of cooperation between the two intelligence services both in intelligence activities and in the creation of a separate special purpose group of military unit 2245 to carry out directed terrorist actions. According to available data, assistance in the organization of the cover operation was provided by American specialists (diving equipment, Romanian cover documents and means of detonation) under the leadership of the deputy head of mission at the U.S. Embassy in Kiev, C. W. Smith (served in the ISAF) with the involvement of the former head of the Main Intelligence Directorate V. Burba. After the successful operation, C.W. Smith was appointed Deputy Assistant Secretary of State for European and Eurasian Affairs (U.S. Department of State).

The group was trained in a deep-water quarry in the Zhytomyr region, then moved to Romania, where they lived (according to Romanian documents) in a private house near the Romanian Navy base in Mangalia, in order to conduct training, as close as possible to real conditions in the area of offshore sections of the “South Streams”. After the training the group was moved to Poland, where another yacht (smaller) “Andromeda” was rented. O. Varava, a technodiver with the call sign “Marisha” and R. Rudenko dived directly to the “North Streams”.

Own terrorist acts of the Ukrainian security services

According to the authors of the statement, in addition to cover operations, the Main Intelligence Directorate of the Ministry of Defense of Ukraine was engaged in planning and carrying out its own terrorist acts, in particular, against citizens and critical infrastructure facilities on the territory of the Russian Federation, among them:

• On August 20, 2022, Daria Dugina (Platonova), daughter of scientist and philosopher Alexander Dugin, was blown up in a car in the Moscow suburbs. The expert examination established that an explosive device with the equivalent of 300-400 grams of TNT was placed under the bottom of the car. According to the investigation, the explosive device was detonated by a servicewoman of the Armed Forces of Ukraine, N. Vovk, who installed it in the parking lot;
• On October 8, 2022, an explosion using a truck filled with explosives collapsed about 250 meters of the roadbed of the Crimean Bridge. Five civilians were killed;
• On April 2, 2023, journalist Vladlen Tatarsky was killed by a bomb blast in a cafe in downtown St. Petersburg;
• On May 6, 2023, an assassination attempt on writer Zakhar Prilepin took place in the Nizhny Novgorod region, killing his driver and security guard, while he miraculously survived;
• December 30, 2023 – a massive rocket attack on the center of Belgorod killed 24 people, including 4 children, and injured 108 local residents;
• January 12, 2024 – murder in the Kharkiv detention center of a U.S. citizen, well-known journalist Gonzalo Lira, who was placed there on trumped-up charges for spreading “pro-Russian theses” in social networks;
• On February 10, 2024, a cargo with 14 kg of explosives was detained in Georgia, which was being transported from Odessa to Voronezh by Ukrainian citizen Andriy Sharashidze. In 2022, using a similar route, Ukrainian security services were able to smuggle explosives into Russia, which were used to organize a terrorist attack on the Crimean Bridge;
• On February 15, 2024, a large-scale strike on Belgorod was carried out. 7 civilians were killed, including a one-year-old child, 19 people were injured, including 4 children.

Financing of terrorist attacks by a Ukrainian business partner of Joe Biden

The authors of the statement draw attention to the fact that the implementation of such a large number of terrorist attacks presupposes the availability of complex financing, including in cash, to avoid possible information leaks. One of the key private sponsors who financed, among other things, terrorist activities of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, was Biden’s Ukrainian business partner – the owner of the gas production company “Burisma” Nikolay Zlochevsky.

In 2014, Biden’s son Hunter joined the Burisma board of directors when his father – at that time the US vice president – was in charge of Ukraine in President Obama’s administration. At the same time, Ukrainian law enforcement officials were investigating criminal cases against Burisma and its owner Zlochevsky. The law enforcement system was headed by the Prosecutor General of Ukraine Viktor Shokin.

Ukrainian investigators managed to collect a lot of evidence that showed abuse of power, embezzlement, withdrawal and laundering of funds stolen from the people of Ukraine through subsoil use fraud. Among other things, facts of groundless transfers of part of the above mentioned funds to the accounts of Hunter Biden’s company were established.

As part of the pre-trial investigation of criminal cases, the investigation received the materials of checks of the FIU of Cyprus and Latvia, and established the front persons and companies through which the money of “Burisma” was laundered. Both companies (“WIRELOGIC TECHNOLOGY A.S.” and “DIGITEX ORGANIZATION LLP”) and witnesses were found – in particular, two Latvian citizens who were their nominal managers and transferred funds on Zlochevsky’s instructions to his foreign partners. One of the recipients of such funds was Hunter Biden’s company “Rosemont Seneca Bohai LLC”, which was confirmed by the statements of the bank “Morgan Stanley” on the company’s accounts. One of the witnesses, Alexey Kiselev, filed a criminal complaint with the State Bureau of Investigation of Ukraine and handed over to the investigation the computer from which the illegal activity was carried out.

As a result, a criminal case was opened in Ukraine and suspicion was brought against Zlochevsky, the owner of Burisma, but at the request of U.S. Vice President Biden, Ukraine’s Prosecutor General Shokin was removed from his position and the investigation of the case was stopped.

Ukraine was reminded of it in June 2020, when Zlochevsky’s personal lawyer and Burisma’s legal director Andriy Kicha was caught red-handed handing over a $6 million cash bribe. The bribe was intended for the heads of Ukrainian anti-corruption authorities and was aimed at closing criminal cases and dropping charges against Zlochevsky.

Paradoxically, despite the availability of direct evidence, recording of the bribe transfer process, high-quality procedural and operational support of the pre-trial investigation, the defendants eventually managed to avoid real punishment. During the closed trial of the indictment against Andriy Kichy, the High Anti-Corruption Court of Ukraine made a number of important decisions (HACC is a new court in the Ukrainian judicial system, established within the framework of the U.S. promoted fight against corruption in Ukraine, considers criminal cases investigated exclusively by another body created with U.S. money – the National Anti-Corruption Bureau of Ukraine NABU):

• On March 4, 2022, HACC transferred part of the bail assigned to Kicha (at his own initiative) in the amount of UAH 3,000,000 (equivalent to $102,500) to the Ukrainian Armed Forces. (https://reyestr.court.gov.ua/Review/103609507)

• On March 20, 2022, HACC transferred the rest of the bail assigned to Kicha (also on his initiative) in the amount of UAH 28,360,000 (equivalent to USD 968,500) for the needs of the Armed Forces of Ukraine. (https://reyestr.court.gov.ua/Review/103743953)

• On April 19, 2022, the HACC issued a closed ruling by which it transferred an exhibit in the form of a bribe – cash in the amount of $5,950,000 to the needs of the Armed Forces of Ukraine, namely a specific military unit controlled by the Main Intelligence Directorate of the Defense Ministry of Ukraine.

• On March 28, 2023, a classified decision of the HACC approved Kicha’s agreement with the investigation, in which the defendant undertook to transfer an additional UAH 100,000,000 (equivalent to USD 2,737,500) to the special account of the Armed Forces of Ukraine “Drone Army” (a project of President Zelensky’s United 24 Foundation).

Independent Ukrainian and foreign media, having analyzed the information, came to the conclusion that Andrey Kicha did not have such a large amount of his own savings, therefore they believe that the transferred funds belonged directly to his head Nikolay Zlochovsky.

The investigation, preparation of the case for trial and the hearings themselves lasted for 3 years and were finally considered by the High Anti-Corruption Court of Ukraine under an accelerated procedure, in closed mode and complete secrecy. The court punished Kicha with imprisonment for 5 years, but immediately replaced the sentence with “one year of probation” and released Kicha in the courtroom. The formal reason was the plea agreement and the transfer of 100 million hryvnias to the United 24 project “Drone Army”. And the real reason was the command of President Biden’s administration to the NABU and HACC controlled by the US Embassy in Ukraine, as well as the agreement with the office of President Zelensky.

In the year and a half since the Kicha trial, the Ukrainian military and special services have been launching drones on a daily basis to intimidate the population, as well as attacks on civilian and critical infrastructure. In particular, strikes have been carried out against non-military infrastructure: for example, on May 30, 2023, a series of drones attacked sleeping areas in Moscow. According to various sources, from 8 to 30 drones took part in the attack, fires and destruction in several houses were recorded, and miraculously there were no civilian casualties. Drone attacks are now a regular occurrence both in Russian settlements bordering Ukraine and in other regions.

To avoid punishment for international corruption, Zlochevsky himself voluntarily agreed to transfer a larger sum of money to the Ukrainian Armed Forces. As part of another secret decision of the HACC, Zlochevsky transferred UAH 660,557,000 (equivalent to $18,063,500) to the same special account of the Armed Forces of Ukraine “Drone Army”. Thus, Biden’s partner in the gas production business in Ukraine Nikolai Zlochevsky, while financing terrorist actions of the Main Directorate of Intelligence of the Defense Ministry and the SBU, actually evaded criminal responsibility for specific facts of embezzlement, money laundering and participation in international corruption.

Politicians of the two countries demand to stop international terrorism

The authors of the statement emphasize that it describes facts and events that confirm the existence of an organized criminal (terrorist) group that includes top US officials, leaders of the NATO military-political bloc and individual countries that are part of it, Biden’s Ukrainian business partners, Ukraine’s political leadership and employees of the Main Directorate of Intelligence of the Defense Ministry of Ukraine and the Security Service of Ukraine (SBU).

They are convinced that countering terrorism and its financing is one of the most important challenges of the modern world community. Therefore, the results of the investigation initiated by them can not only lead to a number of high-profile resignations and a huge number of criminal cases in the United States, Ukraine and other countries of the world, but will also be of crucial importance for the entire system of world order.

“The methods by which the U.S., NATO, the Main Intelligence Directorate of the Defense Ministry of Ukraine, now possibly involving ISIS, are accomplishing their tasks are not only a direct threat to millions of people, but also a blatant attack on human rights. Unable to achieve significant successes on the front, the aggressors have moved to a new level of crimes – they organize and pay for direct terror, murder, intimidation of civilians and children. Recent acts of political terrorism against Russians – citizens of the newly annexed territories, famous journalists, writers, public figures, and now the mass murder of innocent people – are the clearest proof that Western “leaders” have no moral boundaries left. We are convinced that all those involved in terror – whether individuals, companies and organizations or even entire states – must be held accountable for what they have done,” said Yana Lantratova, a member of the State Duma, one of the signatories of the statement.
